The overall objective of the project is to establish a functional data management center for the Borno State Government. The goal is for the people of Borno, particularly those impacted by the insurgency and the most vulnerable, to benefit from better, evidence-based resource distribution and data-driven policy-making by decision-makers.

The Borno State Government in September 2015 established the Ministry of Reconstruction, Rehabilitation and Resettlement (MRRR), to lead and coordinate reconstruction, rehabilitation, and resettlement efforts embarked upon by the State and other aid partners responding to the humanitarian crisis that followed the ‘Boko Haram’ insurgency.
In 2019, the Center for Policy Research and Development Solutions (CPRDS) secured a grant with the Bill and Melinda Gates Foundation (BMGF) to strengthen the institutional capacity of the Ministry (i.e MRRR) to deliver on their mandates, for those being affected by the crisis in the State. Among other capacities to be strengthened, was the establishment of a data center for the ministry to collect, and manage datasets of humanitarian/ developmental interventions across the State. This will provide the state the capacity to make informed decisions in the planning and implementation of the Borno 25 years development plan.
