eHA's role

eHealth Africa will support the Ministry of Health, specifically the EPI departments in seven to ten countries on the African continent to provide infrastructure support for the rapid establishment and/or strengthening of polio control rooms and other health emergencies/address broader vaccination challenges and ensure better coordination, collaboration, and country ownership of routine immunization. The following activities will be carried out towards the completion of the POCR.

  • Facility set-up (Renovation or construction of a new facility)

  • Facility Management

  • Training and Mentoring of Government staff on facility (POCRs) management

  • IT support

  • GIS/mapping support

  • Support of high-level meetings at national and regional levels

  • 3-4 months personnel support in some countries

How it works

The Operations and Finance Leads (OF&Ls) deployed to each country will conduct a facility and equipment needs assessment using context-sensitive and inclusive approaches. The findings from the report will be presented to the Bill and Melinda Gates Foundation (BMGF) team which will inform a granular work plan with clear timelines, budget and milestones. This will allow eHA to determine the level of support required and the appropriate options for each country. The options below are;

Set up/Upgrade of Polio Outbreak Control Rooms

  • Option One: Renovation of an Existing dysfunctional building (Baseline POCR)

  • Option Two: Renovation of the non-functional building (Medium POCR)

  • Option Three: Construction of New Building (Maximum POCR)

ICT Support

  • Baseline ICT Support Package

  • Medium ICT Support Package

  • Maximum ICT Support Package

The expected duration to achieve these milestones are;

  • One month for renovations,

  • One month for set up, and

  • One month for training and capacity building of government staff responsible for managing the POCRs.

Upon completion of the POCR setup, the team will support each country’s POCR management team for three - four months in 2021 to provide post-set-up mentoring and management support.
